RULES FOR THE PROTECTION OF PETS IN

MUNICIPALITY OF SAN MIGUEL DE ALLENDE, GUANAJUATO

CHAPTER ONE

GENERAL PROVISIONS

Article 1 -. This regulation is of public order and social interest

general observance, which aims to control the stray dog and cat,

and to regulate the duties of those persons who own or

Pet owners in the municipality of San Miguel de Allende,

Guanajuato.

Section 2. -

In accordance with this regulation shall apply in

leading the Law for the Protection of Animals in the State

Guanajuato and other applicable legal provisions in force. This

regulation has the following objectives:

I. - To reduce the population of stray dogs and cats in the municipality of San

Miguel de Allende;

II -. Controlling canine and feline population in the municipality of San Miguel de

Allende;

III -. Prevent and reduce the prevalence of zoonotic diseases

influence the incidence of these animals;

IV -. Reducing costs and adverse effects of pollution caused by

canine excrement;

V. - Improve the image of the municipality of San Miguel de Allende;

. VI - Improving care that requires this type of pet owners;

and

VII -. Forcing owners of these animals to take responsibility for their

care care and disease control, final destination, as well as damage to

CHAPTER TWO

COMPETENT AUTHORITIES

CHAPTER THREE

JURISDICTION AND POWERS

Article 6 - The powers and duties of the Town Hall.:

I. - Issue Circular regulations and administrative provisions relating

tenure and ownership of feline and canine animals in the municipality;

II -. Creation and maintenance of a Center for Animal Control

Municipality, for which shall be provided with the necessary funds to the Directors

annual expenditure budgets;

III -. Collaborate with the Federation and the State in the implementation of standards

techniques, NOMs, regulations

or

other

legal provision applicable to the subject matter of this Regulation;

IV -. Arrangements with the social and private sectors performing the

activities designed to achieve compliance with the objectives of this

Regulation;

V. - To monitor the correct application of this Regulation and other regulations

applicable in this matter;

VI -. All other powers in this area are conferred by these Rules

and / or other applicable regulations.

Article 7 -. Corresponds to the Mayor.

I. - Conclude agreements with federal, state and

public, private and social sector in this Regulation own materials.

II -. Promote social participation in various activities designed to

preserve the Municipal Population Health; and

III -. Any other grant this Regulation and other provisions

applicable legal.

Article 8 -. A Directorate of Environment and Ecology corresponds

do the following:

I. - To promote all actions and activities relating to the enforcement of

this Regulation in order to avoid risks to human health generated

for the animals concerned;

II -. Manage and operate the Animal Control Center, which will serve as

detention, observation and veterinary clinic for euthanasia and

sterilizations; coordinate and assist, cooperate and work with

local associations for the Protection of Animals.

. III - observe and honor the agreements held with other institutions;

IV -. Develop and update the registry of pet owners,

pharmacies, veterinary clinics and pet stores or businesses;

V. - Arrange the fate of canine and feline animals;

VI -. Contribute with state and federal agencies on health

compliance with this Regulation and other provisions;

VII -. Perform capture, control and sacrifice of those animals, dogs and

cats that are unowned in public and / or questions

for breach of this Regulation and present a hazard to

human health.

VIII -. Ensuring compliance with this Regulation, apply the provisions

case channeling to the competent authorities, complaints by

Article 9 -. Corresponds to the Municipal Treasury in coordination with the

CHAPTER FOUR

SALE AND LISTING

Article 10 -. It is the duty of every owner of a canine or feline

CHAPTER FIVE

RABIES VACCINATION PARVO VIRUS, MOQUILLO,

HEPATITIS, LEPTOSPIA and deworming

authorized personnel trained competent health institutions.

CHAPTER SIX

OF DOGS AND CATS IN THE STREET

Article 19 -. Directorate is required to withdraw from all public roads

Article 21 -. Any citizen who owns a canine or feline and

CHAPTER SEVEN

OF PHYSICAL AGGRESSION BETWEEN DOGS AND / OR CATS

Article 31 -. The owner or responsible or canine (s) or cat (s) is

CHAPTER ELEVEN

CATCH OF ANIMALS

Article 47 -. Capturing animals on public streets can only be done

CHAPTER TWELVE

THE SACRIFICE OF ANIMALS

CHAPTER FIFTEEN

INSPECTION AND MONITORING

of this Regulation and to provide all the information

leading to the fulfillment of the inspection or verification. Information

shall be maintained by the authority in strict confidence if requested by the

concerned, except in cases of injunction or prosecutors.

Article 70 -.'s Authorized management personnel may request the assistance of

the police to carry out the inspection visit, when one or several

people hinder or oppose the practice of diligence,

irrespective of the penalties that may apply.

receipt requested, to take immediate corrective measures or urgent

application necessary to comply with applicable legal provisions,

Article 72 -. At the corresponding administrative decision will be indicated the

measures to be implemented to correct deficiencies or

Procedure and the Code of Administrative Justice for the state and the

Municipalities of Guanajuato.

complied with the measures ordered in terms of the requirement

In the case of second or subsequent inspection to verify

compliance with a requirement or above requirements, and the minutes

sanction or sanctions to be conducted pursuant to Article 73 of this Regulation,

an additional fine not to exceed the maximum limits in this

precept.

CHAPTER SIXTEEN

SECURITY MEASURES AND PENALTIES

compliance with any or some urgent remedial action or application

imposed by management.

Article 77 -. was punished with one or more of the following sanctions who

violates Articles 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 34, 35, 36, 37, 38,

CHAPTER SEVENTEEN
